A. Adopt a life cycle approach to the project.
B. Develop lessons learned for each phase.
C. Develop specific work plans for each work package.
D. Develop a description of the product of the project.

PM should produce some kind of new WBS, identify scope of work, deliverables and even new schedule

I think it's D. We don't have a definition of project deliverables, which are part of Scope. It means that Scope is not defined yet. We should start with it, before anything else.
A: Life cycle approach is a good thing, but without Scope it won't help
B: Lessons learned maybe will explain why Scope is not defined, but will give little help in its definition
C: Work packages should be defined after the Scope is ready, not vice versa.

i think the answer is D.
a description of the product provides a basis for the acceptance of the final deliverable.
A should be done after D.
B and C is out because there is no 'phase' or 'work package' from the previous PM
