A. Your team members report to functional managers.
B. You are in directly charge of resources.
C. Functional managers make decisions that can affect your projects.
D. You have sole responsibility for success or failure of the project.

I think it's B.
In weak matrix you will need to ask for resources from functional manager. So you can't be in direct charge of it.
All other are seems to be true, only D is a bit confusing. But if you are PM, who else can be responsible for your project?
