Why it shall be critical? Your project can be about planting trees arount main building of your company. Is this project is critical? - NO! But it is Project with all other characteristics.

The answer is D. As PMBOK says, "A project is a temporary endeavor undertaken to create a unique product, service, or result". There is nothing about project importance.
