I think it's A, because:

A: "level-two assignments" means Activities, and this is true. WBS breaks down the scope to work packages, and the second step is to break down work packages to activities
B: project constraints and assumptions should be identified before WBS, not after
C: product analysis is done before WBS
D: cost and time estimates are produced for activities, not work packages
