I think it's conflict of interest, answer is A. It's definitely is not related to professional knowledge, since this is nothing said about using knowledge. You may have no knowledge at all but still push others to act in your favor. There is nothing about cultural problems, since the question says nothing about culture in which you act. And there is no personal conflict mentioned in the question.
