The answer is B, to recognize and acknowledge the existence of the project and commit resources to it. Other answers are not correct:
A: Project sponsor is not always recognized by the project charter. It's not necessary to know who exactly is the sponsor, more important to know that resources exist.
C: Existence of project team is acknowledged later, during human resource management steps.
D: Selection methods could be mentioned in the project charter, but that's not the purpose of the document.
