I vote for D. Feasibility study is a process performed in order to help project sponsor to make a decision - how feasible this project is?
A: Yes, we can use the results of FS for project selection
B: The best way to do it - in a separate project, but we can call it a phase
C: We can do a FS in the middle of a project - to decide whether we should continue or stop
D: Project team members selection has nothing to do with FS
