I think it's D - problem solving skills, because:

A: Negotiation skills are important for sales people, and everybody working with contracts. PM is more busy with resolving problems, that discussing them.
B: Influencing is important for technical people and high-level management.
C: Communication is important for PM, but after problem-solving
