All the following statements about change control are incorrect EXCEPT?
A. A fixed price contract will minimize the need for change control.
B. Changes seldom provide real benefits to the project.
C. Contracts should include procedures to accommodate changes.
D. More detailed specifications eliminate the causes of changes.

The answer is: C
A: Change control has nothing to do with the type of contract
B: Changes provide benefits or they don't provide benefits. We can't apply word "seldom" here since we don't have such a statistic.
D: Changes has nothing to do with specification. Changes come from the real world, while specification is just a snapshot of this world made at some moment of time. If the world is changed - snapshot is expired. No matter how good it was.

C. changes are part and parcel of project management. it should be included in contract as a risk mitigation.
