Change Control | Cost Baseline | Cost Management
In regards of a cost baseline all of the following is true except
a. It is a time-phased budget that will be used to measure and monitor cost performance on the project
b. It can be easily created and updated as necessary
c. It is developed by summing estimated costs by period
d. It is usually displayed in the form of an S-curve

I think that option B is the least correct one. You can't "easily" update cost baseline, since it's approved by change control board and can be changed only through a pre-defined integrated change control.
